There is a "chip" for animals currently in use. Planted just below the skin, it can be used to locate the animal if lost. That same technology could easily be adapted to the human physiology and in fact has been the focus of discussions for a few years now, for children in they event they are kidnapped.
The Government knows no such device now or in the future could be foisted on the public. However, there are potentials for the use of this product, where the public might "agree" for a variety of reasons, although the end result could be for nefarious purposes.

Nobody of ANY political viewpoint is going to allow that to be done to them. Of course you are talking about more than health and financial records, you're talking about complete government control over personal freedom. Scary stuff in sci-fi novels, but it could never be enacted.
